Whenever 12.9% of your price is less than $1.99 — that is, on anything below about $15.43. A $10 shipped sale pays $1.99, an effective rate of 19.9%, and a $5 sale pays nearly 40%. Cheap items are the worst case for shipped sales, and the strongest argument for the local, fee-free route on low-priced goods.
