Effective CPC = CPM ÷ (CTR% × 10). At a $12 CPM with a 1.5% CTR, every 1,000 impressions cost $12 and yield 15 clicks — an effective CPC of $0.80. The formula exposes the lever most advertisers underuse: click cost is CPM divided by clicks per 1,000 impressions, so doubling CTR halves your CPC without bidding a cent more. Why calculate CPC from CPM at all?

Because impressions are the true auction commodity on Meta, TikTok, and display networks — even click-optimized campaigns are billed from impression prices under the hood. Converting CPM to effective CPC lets you compare a CPM-billed placement against a CPC-billed one (like search) on equal footing, and shows what a CTR change is really worth in dollars.

Which is the stronger lever on click cost — CPM or CTR?

CTR, in most accounts. CPM is set by auction pressure you mostly cannot control; CTR is set by creative you fully control. Lifting CTR from 1% to 1.5% cuts effective CPC 33% — the same result as negotiating a 33% CPM discount from the auction, which no bid strategy will hand you. Creative testing is the cheap CPM you can actually buy.

What is a realistic CTR to enter?

Use your account's real trailing figure per placement, not an aspiration. As 2026 orientation: Meta feed prospecting typically runs 0.9–1.6%, TikTok 0.5–1.5%, display well under 0.5%, retargeting often 1.5–3%. Entering a hoped-for 3% on a placement that historically does 1% produces a fantasy CPC and a budget plan built on it.

Should I bid CPM or CPC when platforms offer both?

If your CTR beats the placement average, CPM billing is usually cheaper — you keep the upside of your strong creative rather than paying the platform's hedged click price.
